Jean Deborah Carlson Frailey

Jean Deborah Carlson Frailey passed peacefully into the arms of Jesus on July 7, 2026, surrounded by the family who loved her so dearly. Jean made her home at Applewood Village in Freehold, where she was deeply loved by residents and staff alike and became a cherished member of a community she considered family.

To know Jean was to encounter joy. Her radiant smile, infectious laughter, and genuine delight in people made strangers feel like friends and friends feel like family. She loved generously, encouraged freely, and welcomed everyone with warmth. Her Christian faith was not simply something she believed—it was the wellspring of how she lived. She loved Jesus deeply, and her exuberance, compassion, and unwavering hope became a joyful invitation for others to know Him as well. She had an extraordinary gift for making every person she met feel seen, valued, and loved.

Jean was born on June 30, 1938, in New York City to Paul John Carlson and Ethel Florence Glasco Carlson, both of whom preceded her in their Promotion to Glory.

Jean began her professional life as a registered nurse after earning her diploma from St. Luke's Hospital School of Nursing at Columbia University. Answering God's call to full-time ministry, she became an ordained Salvation Army officer and minister, serving from 1961 to 1979 in the Eastern and Central Territories. Whether directing family camps, nurses' fellowships, volunteer ministries, or Christmas programs serving tens of thousands of children, she combined practical leadership with genuine compassion.

Following her years in ministry, Jean built a distinguished career in healthcare marketing, philanthropy, and planned giving. She held leadership positions in hospitals, nonprofit consulting, and ultimately returned to The Salvation Army, where she spent more than two decades helping to strengthen planned giving throughout the Eastern Territory. She was a gifted mentor whose leadership, encouragement, and vision strengthened organizations and inspired colleagues throughout her career.

Jean was first married to Ivor Rich, with whom she shared three beloved children: Jonathan, David, and Terri. Although their marriage ended, they remained forever connected through the family they created together. In 1991, Jean married the love of her later years, Jack Frailey. Together they shared twenty-five joyful years of marriage until Jack's death in 2016. Those who knew them often remarked on the deep affection and devotion they shared.

Jean is survived by her children, Jonathan Ivor Rich (Barbara Cheyne Rich), David Charles Rich (Scott Smith), and Terri Lynne Neville (Robert "Bob" Neville); her grandchildren Andrew Rich, Allison Grace Duncan, Benjamin Paul Neville, Riley Jean Neville, and Jack's grandchildren Alexandra, Jamie, Reed, and Tyler Frailey, whom Jean loved as her own; and her great-

grandchildren Sloan and Cooper Rich. She was preceded in death by her husband, Jack Frailey, and her sisters, Grace Jackson and Dorothy Paz-Aguirre, and is survived by many beloved cousins, nieces, and nephews.

Jean's greatest accomplishment was not found on her résumé, but in the lives she touched. She loved people extravagantly, pointed them toward Christ by the way she lived, and leaves behind a family and countless friends who are better because they were loved by her.

Jean believed that every person mattered deeply to God and never met a stranger – only someone she had not yet had the privilege of loving. The family invites you to honor Jean's life by extending the same kindness, generosity, and love that she so freely gave to others. Whether through an act of compassion, sharing the hope of Christ, encouraging someone who is lonely, or supporting those in need, nothing would have pleased Jean more than knowing her life continued to bear fruit through the lives of others.

Jean considered Applewood Village her home and its residents and staff her extended family.
